Let's take a look at hero to villain ratio (when I say this, what I mean is that who the villain was villain for first)

Superman-2 (Doomsday and Lex Luthor)
Batman-3 (Joker, Harley Quinn, Bane, and Catwoman (okay, she's of an anti-hero but ya))

Captain Marvel (Not Shazam Damnit, Shazam is the wizard not the champion)-1 (Black Adam)
Green Lantern- 2 (Sinestro and Solomon)
Green Arrow- 0
Hawkgirl- 0
You see all those 0s and Batman's ridiculous 3. Okay, Joker was a given but Bane and Harley Quinn, really? Shouldn't Superman Also have 3 villains as well? It's not like his library of villains is that small. Not counting crossovers and teamups and all that other crap, superman has just as many of his own villains as batman. It's awesome Doomsday was in the game and Lex was a given. A good third addition for Superman I'd say would be Darkseid, Brainiac, or Zod. Now about all those characters who have no villain of their own in this game. The Flash could have had Gorilla Grodd, Drakon Constantine for Green Arrow, Black Manta for Aquaman, and The Shadow Thief for Hawkgirl.
Anyways, how about top 10 Characters that I wish could have been in Injustice.
1) Atrocitus (maybe not as separate character but maybe a costume for GL or Sinestro)
2) Darkseid OR Grayven
3) Zatanna
4) Amazo (Basically, being the Charade or Necrid of Injustice)
5) Etrigan
6) Martian Man Hunter
7) Brainiac
8) Starfire (oh ya)
9) Gorilla Grodd OR Ultra-Humanite
10) Blue Beatle
